Democratic Candidate for South Bend Common Council At-Large
“I believe we have an obligation and duty to shape, for the better, the society in which we live.”
For 27 years, Rachel Tomas Morgan has called South Bend home.
Born in the Philippines and raised in central Illinois, Rachel first came to South Bend to attend St. Mary’s College. After earning a master’s degree in theology at the University of Notre Dame, she committed to making South Bend home. She and her husband, Pete Morgan, an attorney, raised their children, Sarah (22) and Ben (18), on the city’s near west side, where Rachel has served on the board of the Near West Side Neighborhood Organization.
As director of international engagement at Notre Dame’s Center for Social Concerns, she teaches about social responsibility and public service, and has extensive experience in project management and strategic planning. As a leader in the field of global learning, she sits on the board of nonprofits and university committees around the world. All these efforts focus on sending students around the world to work in partnership with local communities to improve quality of life.
In deciding to make her first run for public office, Rachel takes the lessons she teaches to heart. As an at-large member of the Common Council, Rachel will use her energy and drive to serve and represent people in all districts across the city, together building a South Bend where we can all flourish.
